Welcome to the National Action Plan Insights Hub, where we are tracking the progress of Australia’s clean energy transition. Our Regional Assessment Process (Version 1) is designed to identify the conditions necessary for accelerating clean industry development in regions across Australia. The insights from this process will guide investment, policy and infrastructure planning to help drive the nation's transition to a sustainable, zero-emissions economy.

Powering Up Gladstone Download

Our new insights paper, Powering Up Gladstone, delivers a comprehensive evaluation of the region's capacity to become a clean commodities hub, using evidence-based indicators from the National Action Plan.

Gladstone has everything it needs to lead Australia's clean industrial future: a proud industrial heritage, world-class port, and skilled workforce ready to build what the world needs next.But progress is stalled by a coordination crisis. Projects are struggling to get off the ground, transmission is uncertain, and policy signals remain mixed.

This patchwork approach risks deterring investment and undermining the region’s competitiveness.

Key findings include:

  • Only 12% of required renewable generation and 14% of storage already operational or under construction. Transmission upgrades currently insufficient for industrial electrification.
  • Major industrial players like Rio Tinto and Orica have bold targets and renewable Power Purchase Agreements—but lack the coordinated delivery of reliable clean power and transmission they need to decarbonise fully.
  • The federal government is making record investments in clean energy but ongoing fossil fuel support and shifting state targets send mixed signals.

Powering Up The Hunter Download

Our first insights paper, Powering Up the Hunter, provides a detailed assessment of the region’s readiness for clean industry development, based on the initial results of 19 indicators in the National Action Plan. It outlines the region’s strengths, gaps, and opportunities in areas such as enabling infrastructure, industry capacity, policy alignment, and social acceptance. As a key focus area, the Hunter is positioned to play a pivotal role in Australia’s clean energy future, particularly in the energy, industry and exports sectors.

Key findings include:

  • 74% of major renewable projects by capacity are stuck in planning — with average wait times of five to eight years
  • Transmission delays — especially the Hunter Transmission Project—are slowing progress
  • Local manufacturers are ready, but lack the infrastructure and access to reliable and affordable clean energy to decarbonise at speed
