Critical Success Criteria

The National Action Plan: Regional Assessment Process is designed to help evaluate the conditions required to deliver clean industry projects across regions, sectors, and levels of government. It is structured around a hierarchy of Themes, Categories, and Indicators, known collectively as the Critical Success Criteria.

  • Themes represent the top-level conditions that underpin success—such as enabling infrastructure, policy alignment, and community support.
  • Categories are sub-areas within each theme, such as water infrastructure, workforce, or federal policy settings.
  • Indicators are the specific, measurable criteria used to assess whether each category is ‘ready’ or needs attention.

There are five Themes, broken down into 17 Categories, and a total of 55 Indicators. These indicators define what good looks like and support consistent, evidence-based assessments of regional and sectoral preparedness for clean industry development.

This document (Version 1, May 2025) provides an assessment process for 19 Indicators across five Categories and three Themes. The remainder will be developed and tested with partners through ongoing collaboration. The high-level themes are:

  1. Enabling Infrastructure – Is the necessary infrastructure (energy, transport, water, and communications) in place to support clean industries?
  2. Industry Capability and Capacity – Does your region have the industry commitment and skilled workforce to decarbonise?
  3. Policy and Governance – Are policies at all levels aligned to attract investment and drive progress?
  4. Social Acceptance – Have communities been engaged, and are benefits understood and shared?
  5. Financing the Transition – Are funding mechanisms and private sector partnerships in place to support large-scale investment?
